LESS OPTIMISM FELT. LONDON, Alarch 15. Recent events have caused tho city to revise the earlier optimistic estimated subscriptions to the War Loan. While over-subscription is still expected, many forecast that dealings will begin at a, small discount. It appears certain three per cent will he the maximum, not tho minimum rate for war financing. Consequently, investors will be' driven to seek better yields obtainable from the Dominions and Colonials and even Equities. The Finnish calamity has overshawowed the commodity market. Rubber lias, declined 1 l/16d.
