("Received This Day, 9.40 n.m.) * MOSCOW, - November 21 j 1 Russia’s Baltic Fleet is holding largescale manoeuvres from the new Baltic bases simultaneously. Flag-Admiral Tribute, in an article in the newspaper “Pravda” says: “Nothing will ever break the Soviet decision to establish a strong peace over the Gulf of Finland. Unfortunately, Finland’s answer to the Soviet’s friendly and peaceable initiative was noisy and dangerous.”
