ALLENTON COMMISSION’S WORK. CITATION TO BOROUGH COUNCIL. h WIDE ORDER OF REFERENCE. The order of reference of the Commission which has been appointed by the Government to investigate the adjustment of assets and liabilities be-t-Avecn the Ashburton Borough Council and the Ashburton County Council -folloAving the inclusion of Allenton in the Borough, AA’as set out in the citation received by the Borough Council at its meeting last evening.

The letter, Avhioh Avas received from the Commission, said *the inquiry Avould cover Avhat part of the real and personal property of the County Council should become the property of the Borough Council, the proportion of County rates that should he payable to the Borough, what debts, liabilities and engagements should he transferred to the Borough, and AA’hat part of loan interest and. sinking-fund on moneys raised by the County Council should ho payable by the Borough. The Commission is to hold the inquiry next Tuesday.

The financial statement showed that receipts since the previous meeting had totalled £lBl.B, the chief item being rates £484, rents £206, abattoir fees £sl, water supply £6l. refund unemployment Avages £941. Traffic control Report. In his monthly report on traffic control in Ashburton, the Chief Traffic Inspector at Christchurch (Mr E. Wilson) said that traffic Avas again light and. drivers Avere still maintaining a high standard of efficiency as far as the regulations Avere concerned. There Avas a steady improvement in' the conduct of cyclists, and pedestrians were observing the regulations satisfactorily. Three applicants were given driving licences. The Director of Housing Construction (Mr A. Tyndall) Avrote that the Council’s requirements in connection Avitli the construction of the new street in Nether by, hoav lcnpwn as KenStreet, had been complied Avith, and he asked the Council if it Avas .prepared to complete the legalisation of the street. ' It was agreed to issue the necessary certificate. .

The annual grant of £5 Avas made to the funds of the Ashburton Technical High School.

The Ashburton Sub-Centre of the St. John Ambulance Association sought- permission to hold a street day on, a date to he fixed in 1940, and it Avas agreed! to grant permission Avhen the date is known.

At the request of the Ashburton County Pipe Band, the Council made the annual grant of £lO.

The/tender of Mid-Canterbury Transport, Ltd., at £2OO, for the lease of the. la,rge building at the corner of West and Havelock streets, was accepted. The Engineer-Inspector (Mr J. R. Richardson) reported that he had issued eight drivers’ licences in the; last two Aveaks, mating a. total of 1015 for the motoring year. He had also issued three building permits, including one for a neAV building, the estimated cost of the structures being £1550.

The tender of Messrs T. Brennan and Son (the present contractors) foi killing at the municipal .abattoirs for four years, was accepted. The price was the s.ame as for the present period. Domain Board, Sitting as a Domnin Board, the Council received the report of the Curator (Mr D. N. Leigh) on work carried out by his staff in the last two weeks. The Ashburton Cricket Association wrote that as its competitions did not terminate till, some time iu March it asked if applications for the use of the oval by other organisations on Saturdays would be referred to the Association, before being granted by the Board. The Mayor said it had already been decided that picnic parties must vacate the Oval by 1.30 p.m. on days when cricket was being played. The Ashburton County Schools Sports Association wrote expressing appreciation of the co-operation of fine Domain Curator and his staff in the carrying out of the schools’ sports programme 1 during the last few months. The Mayor said the scene on the grounds on. a Thursday afternoon was an inspiration. The Ashburton Salvation Army’s application for the use. of the. Domain for a picnic for the Army’s Home Leagues, Christchurch, on December 6, was granted. Cemetery Board. Sitting as a Cemetery Board the Council received the financial statement, which showed that there was a credit balance of £9B 14s lid. Receipts since the previous meeting had totalled £lO 15s.

Permission to hold picnics in the Domain was granted to the Brookside School on December 1, to the Templeton School on December 9 (date already taken, and an adjustment to be made), and to the High bank School on December 8.
