EXPEDITING RUMANIAN SUPPLY. . REOPENING OF RAILWAYS. (Received This Day, T 2.5 p.m.) ’ LONDON, November 16.
It is understood that Germany is offering rolling-stock to Rumania to avoid delays in the delivery of oil. The first stage of the reopening of the Bucharest-Warsaw-Berlin railway was inaugurated with services from fiucharesi\ to Cernauti. Russia has given permission for trains to pass through Poland.
