AIR BOMBING.
DESIRE TO SPARE CIVILIANS. HiTLEiR! STATES AGREEMENT. (Received This Day, 7.30 a.in.) LONDON, September 2. The Foreign Office has issued a joint declaration stating that tjbe British and French Governments solemnly affirm their intention, should war he forced upon them, to conduct hostilities with a firm desire to spare the civilian population and preserve all monuments for civilisation, for which reason they welcome Mr Roosevelt’s appeal regarding air bombing. Herr Hitler’s reply to Mr Roosevelt says: “The bombing of non-military objectives accords with my viewpoint. Therefore I agree unconditionally to proposals that the Governments participating in the present hostilities give a public declaration to that effect. 1 have already ordered action to be restricted to military objectives, but the continuance of the. order depends on its compliance by our opponents.” p
