On his recent visit to Bucharest Lord Sempill interviewed King Carol and members of his Cabinet, with a view to stimulating trade and exchanging Rumanian wheat and timber for British manufacturers and engineering services. He discussed a project for creating a .port a short distance to the-north of Constana, on the Black Sea coast, which would have commercial importance and also possibilities as a naval base.
