REORGANISATION EXPECTED. ( ‘PRELIMINARY SHUFFLES. ’ ’ (United Press Association —Copyright , LONDON, October 28. “The Times” says that the Cabinet appointments announced yesterday are only a comparatively minor part of an impending reconstruction of the Government. . The “Daily Mail” calls the appointments “merely preliminary shuffles,” adding that Mr Chamberlain intends to broaden the Cabinet in a way enabling a bigger impetus to be given to rearmament and other measures in which well-known businessmen may he invited to assist. Ho proposes first to make a statement to Parliament outlining his security plans and probably appealing for national unity.' Mr Walter Elliot (Secretary for Scotland), speaking at Crayford, hinted that. Britain’s rearmament needs might entail cuts in social services such as housing, health and pensions. “We should do so with great regret, because we should be hindering things we want to picserve,” ho said.
