ITALIAN FASCIST SECRETARY. A DEGREE ISSUED. (United Press Association —Copyright./ (Received This Day, 1.5 p.m.) ROME, November 23. Signor Starace (secretary to the Fascist Party) has decreed that the Italian Olympic Federation should control all sporting organisations. This, as he is president of the Federation, makes him sports dictator of Italy.
