VITAL RESPONSIBILITIES. PROVISIONS OF THE BILL. LONDON, November 10. The fjext of the Air Raid Precautions Bill, designed to define the position and power of local authorities in protecting the public from air attacks, shows that the local authorities will be required to provide for the storage and housing of equipment, the instruction of the public, and the protection or buildings. They will be responsible for the repair of roads damaged by bombs, for the clearance of and for first aid. . „ Arrangements for the detection or poison gas, for the decontamination of gassed areas, maintenance of street lighting, air raid warnings, fire precautions, and the construction of public shelters will be made by them. During the progress of the bill through the House, local authorities will seek a further adjustment of tho financial arrangements proposed by the Government. It is expected, however, that the scheme will be in operation at an early date.
