JAPANESE BOATS ARRESTED.

DUTCH TERRITORIAL WATERS. (United Press Association—Copyright.) TOKIO, February 19. Dutch East Indies coastguards arrested nine Japanese pearling boats, accusing them of illegal presence in the territorial waters of the Arafura Sea. The Foreign Office understands that the boats entered the sea because of some emergency, and it is trying to effect their release through the Japanese Consul at Sourabaya.
