FRANCE GIVES UP MANDATE. (United Press Association—Copyright.) PARIS, Sept. 7. Negotiations between the French Government and semi-official Syrian representatives have concluded with the initialling of a draft treaty ot friendship and alliance, replacing the French mandate over Syria. Syria receives full autonomy, subject to a military convention enabling France to maintain armed forces in the Jebeldruze and Atakia territories. It also places two aerodromes at the disposal of the French and provides that in future the Syrian army shall employ French instructors and use the same armament and equipment as France. The treaty is closely modelled on the 1930 treaty between Britain and •Iraq.
