SOUTH AFRICAN PROTECTORATES (United Press Association—Copyright) LONDON, June 17. The position of the South African protectorates was the subject of a. reply in the House of Commons by the Under Secretary for Dominions (the Marquis of Hartington), who ‘i'ecalled the aide memoire published after the conversa—tion's between the Dominions Secretary and the Prime Minister of the Union last year, which stated that the policy both the United Kingdom and the Union Governments for the next few years should be directed to bringing about a situation in which, if' a transfer were to become a matter of practi—cal politics, it could be effected with the full acquiescence of the popula—tions concerned.
