The political correspondent of the “Morning Post” says that Government circles are surprised by the announce—ment of the Prime Minister of South Africa (General Hertzog) that the Union of South Africa would probably take over the administration of Swaziland in two years’ time and of Basutoland and Bechuanaland soon after, It was emphatically pointed out that there was no warrant for any such assumption, as two of the principal conditions of transfer laid down in the South African Act still remain to'be fulfilled, namelyJ that a: transfer can only occur with the consent of the na—tive populations of protectorates, and that the consent must be given by Parliament.
