POLICY AT NAVAL CONFERENCE.

Cabinet has approved a draft instruction to Admiral Nagano on the lines cabled, namely, that Japan should not immediately withdraw from the naval conference if it is avoidable.
CLASH OF OFFICIAL OPINION.
TOKIO, January 11
It is understood that instructions were drafted after a 10-liour conference between the Foreign Office and the Admiralty recommending that Japan would not immediately withdraw from the Naval Conference if avoidable. The recommendations will be submitted to tlio Cabinet tomorrow.
The “Asahi Shimbun” attributes the length of the conference to a clash of official opinion. The Foreign Office counselled a continuation of efforts to persuade the other delegations to accept the principle of the common upper limit, accompanied by an endeavour to arouse world opinion to the justice of Japan’s claims. Naval spokesmen, however, demanded an early luptuie, considering the situation impossible in view of Admiral Nagano’s statement that the British and Japanese proposals were irreconcilable.
