TWO BROADCAST APPEALS. PROPOSED NEW CONSTITUTION. EXHORTATION TO DEVELOPMENT (United Press Association —Copyright) (Received This Day, 11.30 a.m.) LONDON, January 2. The Shanghai correspondent of “The Times” says that the 25th anniversary of tho founding of the Republic of China was celebrated with an impressive memorial service at Nanking. Tho President (Len Sen) broadcast an appeal for national co-operation with the Government to secure local autonomy and constitutionalism, which will conform with the Sun Yat-sen code. He announced the proposal publication of a draft Constitution on May 5 and the election of delegates to a people’s national congress by . October 10, with a convention of the Congress on November 12. .Chiang Kai-shek presided at a celebration at the party headquarters, at which 6000 were present. Later Chiang made what is believed to be his first appearance at a microphone. He broadcast an exhortation for a new life and instanced the development of agriculture, reclamation of land, river conservancy, industry, and communications. “Our brains are as good as those of foreigners. We are physically as fit, but have been selfish, unorderly and disunited.”
