TO BRIGHTEN RUGBY. THREE PROPOSED NEW RULES. LONDON, Dee. 30. The “Daily Mail” says that as a result of the recent Rugby Union Conference, attended by New Zealand, New South Wales, and South African delegates, revolutionary proposals aiming at making the game more open will be proposed at a meeting of the internation board on Friday. Firstly, the value of a dropped goal will be reduced from four to three points, which will mean that players will try to score tries instead of kicking field goals. Secondly, penalising direct kicking into touch, between the twenty-five lines by a scrummage where the kick is taken, necessitating players developing art, much used in Rugby League, of kicking the ball to drop in the field before going into touch. Thirdly, players must not advance beyond an imaginary line through the middle of the scrum until the ball is heeled out, which will eliminate the wing forward and give the half-back vital, seconds to play the ball and more efficiently star£ passing movements.
