The Bill to impose economic sanctions against Italy was introduced in the House of Representatives by the Attorney-General (Mr Menzies). Members of both Labour parties, except Mr Blackburn (Federal Labour member for Burke, Victoria) opposed each preliminary move for the introduction of the Bill, demanding divisions at every stage. Mr Menzies declared that the adherence of Australia to the policy of sanctions was based upon the profound belief that collective action would be productive, not of war, but of prevention or limitation of war. SOUTH AFRICAN SANCTIONS. HEAVY PENALTIES PROVIDED. LONDON, October 31. The Pretoria correspondent of “The Times” reports that a proclamation has been issued placing an embargo on the export of all war material to Italy, and prohibiting the transit through the Union of any such material. Financial transactions with the Italian Government or its subjects are also forbidden, and contravention of the regulations may be punished by a fine not exceeding £IOOO or imprisonment not exceeding a year or both. APPLICATION OF SANCTIONS. MANY NATIONS REPORT ACTION. LONDON, October 30. Mr R. A. Eden and other members of the British delegation left London today to attend the meeting of the full League Sanctions Committee at Geneva to-morrow. The committee will fix the. date for the concerted applications of sanctions against Italy. According to a Geneva message tonight, 41 nations have notified the League that they have put into effect the arms embargo against Italy, 37 have applied measures recommended for withholding loans and credits, and the same number have announced thir readiness to apply proposals for prohibiting imports coming from Italy, and of the export to Italy of key products. Finally, 19 States have accepted recommendations regarding mutual assistance.
