EMPEROR URGES CANCELLATION

(Received This Day, 9.55 a.m.) ADD'IS ABABA, October 3. ' The Emperor urges the Powers to lift the embargo on arms. The mobilisation proclamation was heard in grim silence, then there was a pandemonium of beating drums and veiling “Death to Italy!” High officials say that if Adowa is razed it will not affect the plan of campaign, which is to avoid frontiei engagements and draw the Italians into the interior. It is not expected that the Emperor will immediately declare \var.
