LONDON, July 31
The Berlin correspondent of the “Manchester Guardian” says that though the Jew has been deprived of the privileges of citizenship, a< new decree invests him with all its obligations and permits non-Aryans with not more than 60 per cent, of Jewish blood to volunteer for active service.
