CAPTAINS NOT BLAMED
THE NIAGARA COLLISION. (United Press Association—Copyright) (Received This Day, 9.0 a.m.) VICTORIA (8.G.), July 24. After hearing in private Captain L. V. Hill, of the Niagara, and Captain Paul Graine, of the King Egbert, the Wreck Commissioner (Captain L. H. Lindsay) stated that the collision was unavoidable and neither captain was to blame.
