MENTAL DEFECTIVES.
DEPARTMENT CRITICISED. CHANGE OF ATTITUDE. (Per Press Association). NELSON, This Day. The chairman of the Nelson Hospital Board (Major Daggen) at a meeting expressed disappointment that, judging by the address of Dr. Gray at the recent Conference of Hospital Boards, the Department had lost all its enthusiasm for putting the Mental Defectives' Amendment Act, 1928, into operation. All fresh evidence since 1928 was in the direction of pushing on with reform of the present law. In his opinion political expediency was the cause of the Department's lost .enthusiasm for this reiorm.
