IMPEDIMENT BY JAPANESE. (United Press Association —Copyright) (Received This Day, 11.10 a.m.) LONDON, August 12. The Moscow correspondent of the “News- Chronicle” says that M. Rudy (manager of the Chinese Eastern Railway) declares that Japanese officials are wilfully impeding its operation. He declares \that they alienated ,a zone near Pogranichnaya, except a narrow strip along the track, prevention Russian supervision or Repairs. Negotiations for the srde of the railway to Manchukuo have reached a deadlock, which may force direct Soviet action in Manchukuo.
