An explosive situation has been created by Soviet troops allegedly firing on Manchukuo steamers using the Amuri River. Manchukuo has strongly protested to the Soviet Consul-General, who is unable to reply to the demand for apologies, as he is ill. Some suggest that his illness is diplomatic. Manchukuo fears that the incidents will have serious consequences.
