FRANCE VERSUS ITALY. A LARGE-SCALE PROGRAAIAIE, (United Press Association —Copyright). LONDON, Alay 28. Signor Mussolini’s decision to resume naval construction on a large scale causes no surprise, says Air Hector C. Bywater (naval correspondent of the “Daily Telegraph.”) “France,” says Air By water, “is building two battle-cruisers of the Dunkerque class (26,500 tons, eight 13.2 inch guns) ostensibly to balance the German 'pocket -battleships,’ but from the Italian viewpoint the Dunkerques will be equally as formidable in the Alediterannean. Probably the Italian. ships will mount 15-incli guns, as compared with the eight 13.2-inch weapons in the Dunkerqucs. •“As regards cruisers, Italy has built keel for keel with. France both having constructed nineteen since 1925, but the French vessels built since the Washington Conference have a higher average displacement than the Italian.”
