SMALLER AMERICAN BUSINESSES RELIEF FROM PRICE-FIXING. (United Press Association—Copyright). WASHINGTON, May 27. , Tacitly admitting widespread noncompliance with .the provisions of industrial codes made 1 under the National Recovery Act, President Rooseyelt, by executive order, authorised the exemption of the so-called service industries from the fair trade practice provisions of the codes. This means that hundreds of thousands of clothes cleaners, dyers, barbers' shops, beauty shops, and many others will no longer operate under price-fixing agreements, but under open price systems. Other stabilising devices such as maximum wage scales, minimum working hours and the abolition of child labour must be observed, however. For months there have been complaints that the police were not able to supervise such small concerns and that further attempts to do so would be futile.
