FASCIST AUSTRIA.
"DEATH OF PARLIAMENT." GOVERNMENT'S NEW REGIME. (United Press Association—Copyright). VIENNA, Sept. U. Dr. Englebert Dollfuss (the Chancellor), in declaring his policy to a patriotic audience of 70,000 persons, announced the termination of the era of Marxism and Capitalism in Austria in favour of authoritative leadership on a Christian and guild basis. He praised Prince Starhemberg, the leader of the Heimwehr. Major Fey (Minister of Defence), hinted at reconciliation with Germany which he described as Austria's elder brother. He refrained from identifying himself with any existing Cabinet group. It is generally expected that Dr. Dollfuss's declaration is a prelude to a dictatorial regime based upon the Italian Fascist system. It is understood that, if the Austrian Parliamentmeets again, delegates will be drawn from a list of candidates prepared by the Government, enibracing employers: employees, professional classes and other institutions.
The speech, however, somewhat disappointed the extremists, as Dr. Dollfuss never once used the word "Fascism," which Prince Starhemburg has been trying hard to put in his mouth in recent weeks. Instead he adroitly announced "the death of Parliament." The probable reason for avoiding the announcement of a full-blooded Fascist dictatorship was that France has intimated that she cannot support a Fascist Austria.
