NAVY AND ARMY MANOEUVRES. CITIZENS GREATLY EXCITED. TRAFFIC LIGHTS EXTINGUISHED. {United Press Association—Copyright) (Received This Day, 8.55 a.m.) TOKIO, August 9. Manoeuvres have been started in five prefectures, including Tokio. In the course of the manoeuvres naval aircraft will attack and the army will defend, camouflaged guns in the Palace grounds, parks and plazas. Ambulances and nurses are stationed, and sirens give warning of the enemy's approach. In daylight smoke screens are put np, and at night lights are extinguished, thousands of members of young men's associations - controlling the lightless traffic. The citizens are feverishly excited by the realistic conditions.
