CHINA’S REVENUE MORTGAGED AN EMERGENCY COUNCIL. (United Press Association —Copyright) SHANGHAI, January 14. / Sun Fo (a son of Stan Yat Sen), one of the leaders of the New Nanking Gotold representatives of the China Press that’the Treasury was absolutely bare, and that the revenue was mortgaged for years to come. An emergency National Council is being formed. A later message says Chinese bankers in^ J and protested against the proposal to declare a moratorium for domestic bonds in view of the seriousness of the situation. A few of the leaders remaining in 'Shanghai are proceeding to Nanking to endeavour to establish Government by commission.
