BY-ELECTION PENDING. ! (United Press Association—Copyright.) LONDON, April 8. A very interesting by-election will take place shortly in West Fulham, one of the London constituencies. Dr. Spero, a member of the Labour Party, who won the seat at the last General Election from the Conservatives, who had held jt for many years, is resigning owing to ill-health. A new Labour candidate is forthcoming in Mr Banfield, a member of the local Borough Council, who is very popular among the working class of the constituency. At the last General Election the figures were: Dr. Spero (Labour), 16,190; Sir Cyril Cobb /Conservative), 13,079; G. A. Gale (Liberal), 5920 British Official Wireless.
