BIRTHS OUTNUMBERED
DEATHS IN FRANCE. DEFICIT OF 12,564 LAST YEAR. (Unitett Press Association—Copyright.) (Received This Day, 9.5 a.m.) PARIS, April 9. Statistics issued by the French Government show that last year, for the first time in history, deaths heavily outnumbered births. "Whereas 7,000 more births than deaths were registered in France in 1928, the present deficit in population is 12,504. The decline threatens France's military and industrial power, especially in view of the foreign population. One child to a marriage is almost standardised.
