j SOVIET COMMISSION FAILS. . PARIS, March 11. It is disclosed that the Soviet sent here a Commission of four to inquire into the disappearance of the White Russian, General Koutepoff. One of the Commissioners, according to the other three, became depressed at the lack of success of the investigation, and committed suicide. bv jumping into the Seine. The police were belatedly informed, and are dragging the river.
