HIGHER PAY GRANTED.
OFFICERS IN SOVIET FORCES.
LONDON, December 27. The Riga correspondent of "The Times" states that owing to widespread discontent among, officers Recently, causing the Soviet grave anxiety, the salaries of officers of the army, navy and air force have been increased. The War Commissar (M. Voroshiloff) apologises for the smallness of the increases and points out that financial conditions render the present inadequate increases most difficult to meet. Salaries already absorb an undue proportion of the military budget, involving neglect of the necessary equipment.
