The House of Commons carried the third reading of the. Therapeutic Substances Bill, ensuring the purity and strength of .vaccines;.and anti-toxins, and providing that substances of foreign : origin not yet manufactured in Britain must conform to prescribed standards of strength, quality, and purity. Sir H. Kingsley Wood (Under-Secretary for Health) explained this would cover serums such as .the Spahlinger serum.
