The Immigration Commissioner has ruled that babies born at sea on ships bound to America, hereafter will be ■classed as American citizens. This has upset the tradition that a child horn at sea assumes the ship’s nationality, which had resulted in several infants being ordered to be deported because the quota was full, despite the eligibility of the parents.
