HOME RULE ALL ROUND.
LONDON. July 5; Mr Astor, in the Hou&e of Commons, announced that the Government was appointing a convention to consider legislative devolution of England, Scotland, Ireland and Wales, which might lead to Home Rule all round and also affect the composition of the Lords and Commons.
