The "World's." Washington correspondent states that a confidential' report to -the War Department shows that the Kaiser has summoned 2i, 000,000 men to the colours in March, 1918, this quota representing Germany's supremo fighting force. It is believed that the purpose of the call is to. meet, an expected drive by the AWicb when the Americans are ready.-
