TROOPS REFUSE TO OBEY COMMANDS.

A wireless Russian official message states:—The enemy's artillery activity is intense south-westward of Dvinsk.
The enemy further took the offensive in the direction of Tarnopol. Our troops, lacking stability, and elsewhere not obeying commands, continued to retire, and caused the straightening of the lino through Reniov, Sladki, Pokroprevna, and Sybudov. We repulsed several attacks in the region of Novica. The enemy occupied the heights north-east of the village. The enemy attacked the confluence of the Rimnsk and Sereth, but a Roumanian counter-attack restored the situation.
