Sailors aboard the steamers Manifcowoc, Miskegon, and Allaguiai made charges to the port authorities of St. Thomas, where the vessels called en route to Buenos Ay res, that underneath the cargoes of coal loaded at American ports were supplies of fusel oil- and many ■» other supplies, especially for submarines.
