PETROGRAD, October 18. Official messages show widespread fighting, generally favourable to the Russians. The Germans havo. made tentative attacks south-east of Riga, in order to distract attention from Dvin.sk, where they are preparing for a last effort to.capture the town before the winter. In anticipation of failure the Germaoas are constructing elaborate underground quarters. The Czar ha« many hours of conference with General Alexieff. He meets foreign General^ attached to the Staff, and later reviews regiments going to the front.
