LONDON, Sept. 21. ' A Reuter message from New' York. says that the conferences of bankers' and financiers ha,ve resulted- in -a decision to form a. syndicate representing all parts of the United States, to underwrite the Allies' loan." ~ It"is-estim-ated that 30,000 institutions will participate in the underwriting ,of the loan, which is expected to be six hun- - dred million dollars, with'"a J'first lieb-^ on the revenues,of France and Brj- / tain.
