UNION RULES.

DISPUTE WITH LABOUR DEPARTMENT. (Per Press Association). WELLINGTON, August 12. A deputation representing the seafaring industry waited on Mr Massey 'to-day to complain that although the Seamen's Association desired to registter under the Industrial Conciliation and Arbitration Act it was unable to do so because the Labour Department refused to pass the draft rules drawn up. The speakers were Mr W. T. Young, the secretary of the "Wellington | Seamen's Union, Mr W. Belcher, seere- i tary of the Diinedin Seamen's Union, and Mr.P. J. O'Regan-. Mr Young and Mr Belcher contended that the. Department had hung lip the rules which had been handed to it 12 months ago. Mr Rowley, of the Labour Department, explained that the delay arose from the fact that the rules did not conform to the requirements of the Act. ■■• , !
