.NEW YORK, August 11
Captain Delfranctis, an emissary of the Italian Government, has arrived. He states that Italy has gathered 650,000 fresh troops at a point convenient for their despatch to France or to the Dardanelles within three weeks, and that 150 large transports are ready to transfer them.
