The Admiralty's invitation to workmen to volunteer for eervice at Bermuda indicates that the Panama Canal is influencing naval arrangements. Ships on tho West Indian station are 21 years old. The Hermione and four armoured cruisers cannot be, regarded as sufficient protection for British interests.
