The Council of the Territorial Association refers to the lack of public spirit, inadequate remuneration, and the difficulty with regard to the training period, as the main causes of the deficiency in the Territorial establishment. It recommends personal allowances to cover the pecuniary loss oi: officers, with, efficiency bounties for other ranks, and the adoption of a system of training in elementary schools, continuing till eligible for the Territorial force.

Lord Roberts estimates that the Council's schemes will cost an extra £168;'000 if the Territorials are to bo maintained at their full strength'^
