MR McCOWEN IN REPLY.
THE GOVERNMENT NOT BIASED
Mr McGowen defended the Arbitration Act. Though it "had not done what the other advocates expected of it, thousands were reaping its benefits. The Government would not sit m judgment on the present difficulty, but hold' the fccales of justice fairly. The Government had exhausted every means to get the strikers to return. I tie matter would have been settled last night if the Government had ioregone its right to prosecute the strikers. It was evident the employers thought that the Government regarded one side more than the other. If that was-the opinion of the country, they ought never to be Ministers again, if the Government failed in its efforts to secure peace, it would have to'proceed according to the laws of; the country.
