; LONDON, December 24. Mr Ramsay Macdonald, speaking at , Aberdeen j declared that the Labour Party in 1912 would use its utmost pressure to secure a grant of at least £1,000,000 for the Education Department for the purpose of building and equipping school clinics to ensure the proper care of the children. He added • that Britain's foreign policy had been consistently shortsighted. Secret agreements would precipitate a war sooner or later. Germany's projected naval increase would be used as a pretext for increasing ours. The Labour Party-./would, fight such a policy, because the increase showed the bankruptcy of diplomacy.
