The Herald says that the proposals m the New Zealand Defence Bill call for unreserved congratulation. - "The people of the dominion (it adds) have just that cast of patriotic ' temperament which is requisite to make such a defence scheme a living reality, and m years to come they will feel —just as we hope the people of the Commonwealth will feel—that m making young men competent to do soldiers' duty, they have, also been making them more efficient as citizens."
