Received December 16,8.5 a.m. LONDON, December 15. Lord, Lindley, m a' letter to the Times, explains the difference between the House of Commons framing a Budget and imposing taxes. An Act imposing a tax requires the assent of the Lords and the King, and the necessity that all these three should concur was a safeguard against the tyranny of one or two. i Power to reject a Finance Bill is -conferred by statute. In the present case the Lords had exercised an undoubted right,- because they believed that the Finance Bill had new features contrary to the nations interests. If the Lords had passed it they would have lost for ever the right of rejecting future Finance Bills, hbwever injurisus such Bills might be.
