In response to trade union appeals, Mr Churchill, m Committee on the Labour Exchanges Bill, promised to add amendments putting exchanges out of. gear during strikes, if trade union leaders felt that the exchanges ought to be absolutely neutral, hut he hoped that the Labour party would accept the German method, whereby the bureau continued work, taking no notice of strikers,
