Whatever its merits, it will effect vast changes without the faintest desire or attempt to ascertain the people's views; and the country has chang-j ! ed its character if it fails to see thafl the absolute rule of a party m p^^H differs little from the despotism j^^M jdividuals. It was a sinister~^^^^^B if the former jealous yigilancc^^^^^H gard to the people's liberties j^^^^^H by apathy.
